Create a license feature

Overview

Create a feature flag. The name must be present and unique, case-insensitively.

Available for admin actors only — an Okta admin token (introspected by the API gateway) or, outside production, the static admin token. Any other actor type receives 403.

Whether the feature may be attached to a package (e.g., true, false)

Optional. When supplied it must be one of the enum values; an unknown value is rejected with HTTP 400. Omitting it on update leaves the current value untouched -- it is never cleared implicitly (e.g., "financial_ops")
